Stop treating risks like issues. We always have to make a risk register in projects, but most of the time the leadership aren't really interested in managing risk, they want a green rated 'could happen but we're on it' list. If you say that this project is red, you get treated like a failure. What SHOULD happen is that the management team say thank you and decide whether they need to start managing expectations or provide the additional support or resources required.
